Apple Selling Bumpers? Not Yet..
"According to sources close to the matter, Apple Stores across the nation will begin to start selling iPhone 4 Bumper cases again tomorrow today, Friday October 1st. All Bumper colors will be available starting tomorrow in both Apple's online and retail stores." 
Not according to the Apple online store, I just checked after seeing this story on 9to5mac and none of the bumpers are available. I have no idea if they are in the Apple retail stores but from several sources it was indeed supposed to happen today. Interesting that they have no price listing for the black bumper but they do for the other ones, wonder what that means?
