I received my (Cingular-branded) Treo 750v yesterday, and before I go about installing all my apps, what is the latest ROM version? I have firmware version 1.17.20.00.
There are no ROM updates listed on Palm's Cingular Treo 750 page, so it's probably safe to assume that what you've got is the latest. That said, keep your eyes out for the Windows Mobile 6 upgrade coming later this year.

Well, I did some more research and came up with nothing, so I bit the bullet and started installing everything. Thankfully what I found is the same as what you found. Imo (and I hope) WM6 will be worth reinstalling everything for.
