Can I use the 700w as a data card or a notebook modem and use EDVO to surf the net. Will I be able to receive phone calls and answer them simultaneously?
The answer is more-or-less the same as with the i730: yes, I believe people have gotten PDANet working, although only with USB. Note that this "tethering" may be against the terms of service of a VZW EVDO PDA plan, though. EVDO doesn't support simultaneous operation, though -- when a call comes in, the EVDO connection is suspended. (I'm not sure if you have to reconnect afterwards; I haven't used PDANet.)
