First of all, you're comparing a Phone Edition with a typical QVGA screen (JAMin) to a regular Pocket PC with VGA screen (x51v) so ask yourself, are you looking for a new phone or a powerful PDA? The x51v, besides having a fast processor (624MHz) and VGA screen also has BOTH SD and CF slots so you can boost your storage and add-on card potential considerably right there. Therefore, the JAMin would only be a good choice if you wanted convergence, which is up to you to decide. Many would sacrifice nicer specs just so they can hold 1, instead of 2 devices. For me personally, I would get a phone edition device as my next PPC just so I can have it all in one package.
Regarding performance (processor-wise), I think the 200MHz on the JAMin is pretty good for most non-gaming and non-emulation tasks. You will probably have trouble using Skype though but for most other purposes, it should be okay. You probably can't tell much difference when you're typing a document in Word or checking e-mail.
