This doesn't completely work, as ActiveSync stays resident in memory on the PC & will "reawaken" the PDA at intervals for various unfathomable reasons, even with everything set to manual via PDA options.
After trying all sorts of things to get around this, I stumbled on Micrologic's ActiveSync Toggle only recently, as mentioned above -- and it's an absolute godsend.
It also has a command line option -- set it to a system hotkey & Bob's yer aunt:

Now sync'ing happens when I want, and plurry Outlook (which runs with ActiveSync -- even if you don't use that partic. virus magnet for email) isn't running needlessly all the time.
