Re-position start menu in new location on hp ipaq 3115

Hello all,

I'm having some difficulty finding information or a program to move the start menu in a different location. Was wondering if anyone knew of a way, if it is possible and how? Trying to move my start menu bar at the bottom of the screen as other traditional windows desktops to access my programs and other files instead of at the top.
