Long story short. My ipaq took a swim in the bathtub. Thought it was dead, after 3 weeks I decided to try to charge the battery using the cradle (secondary battery). After finishing I put battery in the PDA and WOW, it comes back to life!!!!.

After doing all the test...everything is working fine..nothing wrong EXCEPT.

Whenever I try to charge the 4150, it will just HARD reset itself. Which means I cannot charge the IPAQ.

I can synch fine with my computer. But the charge light will not come on.

So in conclusion everything works except for charging which will hard reset the 4150.

The Ipaq is fully operation except for that.. What would you do?? repairing via ipaqrepairs = $165 bucks (crazy). Is there something I can do?

It's out of warranty.

Sound like there's a short cut anywhere close to the connector. Still some die hard water, salt/minerals or corrosion. If I were you I would open it and clean it thouroughly with demineralized water and and a drop of alcohol. Had the same problem with a 5450, it worked fine and who knows yours will too.
