I'm not aware of where the speaker on the 4150 is located. I assume it's under the D-pad.
If so, the 1940 may have a less closed D-pad structure so the sound can come out from beneath the D-pad better than the 4150's D-pad. A good analogy is if you cover the D-pad with your thumb, less sound can come out because your thumb acts as a barrier. So obviously, with more 'open-ness' between the speaker through the D-pad and the open air, the louder it may seem.
Otherwise, the sound architecture implemented in the two devices may be different.
Those are my thoughts anyway.
