MAME works pretty well with old Atari type games (Tempest Baby!!), and Morphgear is pretty smooth too, but thats not free.
16-bit emu works well (my hx2750 can play at full speed with sound), but there aren't enough buttons, and the touch screen game pad is always going to suck. If you've got access to a keyboard, you can play that way, but thats not always convenient.
Really when it comes to emu games, I tend to stick to the good old NES. PDA buttons are almost perfect for that (Blaster Master!!).
