Rare ! Missing eMbedded Visual Basic Runtime

The eMbedded Visual Basic Runtime can no longer be downloaded from "the internet", Microsoft has pulled it from it's servers for some unknown reson. Anyway I need it as Windows Mobile 2003 can not run certain programs without it, including PocketAmp, the only working "midi" player for the Windows Mobile.

If someone knows where to get it and can tell WHY Microsoft no longer supplies it please let me know.
