How to Automatically Do Things on External Power Disconnect

I am using my Tilt as a GPS and music player in my car and have it powered when the ignition is on (like the radio). I need to do a few things when the external power changes.

On external power (car on):
Load any previously loaded apps (TomTom)
Enable bluetooth and set a bluetooth device to A2PD
Resume WMP
Enable wifi

On external power disconnect (car turns off):
Pause WMP
Shutdown TomTom
Disable bluetooth and wifi

I need to close TomTom and pause WMP otherwise the device doesn't sleep. Turning off wifi and bluetooth aren't necessary but will save battery.

Does anyone know how to do anything of these things by using a utility program, editing the registry, writing script, or programatically? Any help would be appreciated, thanks.
