Knowing roughly where you are would help some folks propose answers for you. My comments below are US-centric.
Couple of things to consider. If you want connectivity on public transportation, you would either need for them to provide WiFi, either free, or subscription, or you would need some sort of wireless data capability. The latter is provided by Cell Phone carriers and generally costs around $60/month for an unlimited plan. It also is dependent on the carrier's coverage.
If web surfing (& web mail) is all you are concerned with, most any of the little netbooks will work fine. Most come with WiFi, and many can be had with the cell radio built in, tied to a particular carrier, like a phone, with the similar discount for service agrement. You can also get a data modem from carriers, again with a commitment generally, but it would be transportable between laptops/netbooks,etc. Also around $60/mo.
