I'm using 64-bit and open sourced 7-Zip (also available in 32-bit version) on my Vista 64-bit version and it constantly beats the Windows Zip in decompressing Zips and other compression files (RAR and TAR).

The only problem that I see with 7-Zip is that it extracts the files to the temporary directory from where it then moves the files to the destination directory. And quite sadly, the move is done using Vista's semi-slow move function...

But otherwise, I can recommend 7-Zip for 64-bit Vista, just because of the sheer speed.
