Default Codec Vs Format

There's a poll on 'Best Audio Codec'. Aren't those listed are called 'audio format' and 'audio codec' is something that is used to create the 'audio format'?

I thought codec stands for coder-decoder...

In theory, you are right. A codec is mainly the technology that compresses and decompresses data. However, in the past few years, there has been a general societal acceptance for synonymity of "codec" and "format", and no one really critically evaluates the use of these two terms anymore.
