Its not quite as simple as it seems.
The offer is intended primarily for Core consoles that have been running with the older 64MB cards. And *they* get to decide who gets offered what.

Recent Arcade boxes come with 256MB cards which are enough to support the caching the NXE requires for full functionality so the offer there is at most limited to the hard drive and LIVE card combo (a great deal, admitedly). The same goes for core owners with 512MB cards; they get a shot at the nicely priced Hard Drive too.

But the caveat, for those looking for a bargain second drive or freebie memory card is that they *know* if you already have one. That's why they ask for the console ID numbers not just the serial number. Just because you started out with a Core doesn't guarantee anything.
