Is there a way to track a phone location on the internet if it has GPS built in it such as the Ipaq hw6925 ?

Yes there is - but for the life of me I can't remember which apps it was that did this (there are a few).

Not sure if this is what your in search of; however, I have a HP6945 with GPS. Purchased Co-Pilot 6 for pocket pc and they have a website that can display your whereabouts on the Internet when using their software.
