Can the latest smartphone model connects to a flash disk via a usb adaptor to read/write data from the flash disk?

Only if the smartphone is USB Host or USB OTG enabled.

No, it doesn't. Neither USB host nor the newer OTG are very common among PDAs or PDA phones. I've never heard of a Smartphone having either at all.
