I just got a PPC. I've never used one, but my teacher/boss gave me his older one, because he got a new on. It's an HP running 2003.

I have VB, and I know how to program with it, so I was hoping there was some way.

I searched around this site and found some stuff, but I couldn't really find exactly what I was looking for.

For Windows Mobile 2003, you'll need to download the VB runtimes from Microsoft. VB is no longer supported natively on the Windows Mobile platform (managed code is now based on .Net Compact Framework), so you'll need those runtimes for anything to work. That said, I don't believe the full functionality of VB is available, only a subset.

Edit: Seems I'm a bit off with the explanation. Here's a much better one (http://msdn.microsoft.com/mobility/windowsmobile/downloads/evb.aspx).
