I'm always puzzled with the clock speed of CPUs in Pocket PC. Just take two examples: Dopod 838 , one of the latest upmarket phone sold for around US$1000. The clock speed is as "low" as 195Mhz.

TI OMAP850 195MHz

Dopod 828 is a product launched a year ago. Its clock speed is a few times higher.

Intel XScale PXA272 416MHz

Clock speed doesn't tell all the performance, but how do we distinguish which one is better, faster and more efficient? Thanks a lot!

As is always the case, user experiences (read the forums to see what people think of each CPU) and benchmark figures (often included in reviews).
