http://www.cybermatrix.com/pclock.html

"CyberMatrix Corporation has released version 2 of Project Clock CE, an easy to use project time tracking application for Windows Mobile-based PDAs. Project Clock CE is made for people that must keep track of time billed to different clients or projects. This software is ideal for consultants, engineers, lawyers and other busy on-the-go professionals."

Version 2 of this software now supports Windows Mobile 5, and report filtering. The other major change is a switch of the database engine from ADO to SQLite, which luckily is included as part of the package. It looks like a nicely done package (though the UI looks a little dated), with clients for Windows, Palm and Windows Mobile. You can check out the product page here, and a demo version is available here. Project Clock CE V2.0 retails for $20, while registered owners of Project Clock for Windows can get it for $10.

I saw the headline in my Inbox and thought "BillRate replacement!" But based on the GUI alone, it doesn't look like it. And no WM5 softkeys, either. :(

From the looks of things, it's really targeted at the enterprise level - lots of things "under the hood". But it certainly doesn't really appear consumer friendly.

Just curious, exactly why do you say it doesn't appear consumer friendly?
