Unfortunately, the latest, 0.66 version of TCPMP (http://tcpmp.corecodec.org/about) doesn't know aacPlus. (I've tested with this stream (http://somafm.com/groovesaladaacPlus48.pls).) You may want to drop a mail to Picard to implement it because the format is really great (http://www.audiocoding.com/modules/news/article.php?storyid=141).
I've tested some other, commercial PPC clients too; for example, iPlay (http://iplay.40th.com/). No go.
So, your best bet is mailing Picard, I'm afraid - or, finding an MP3 (SHOTcast) stream for the same content.

Yeah the aac format is alot better, i want to stream internet radio using my gprs mobile connection and with mp3 and wmp the max is 32kbps before it starts to break up, plus the sound quality of aac at the same rate is soo much better
