You ask here, it pretty much gets answered here.

It means pretty much what it says. Whatever you are trying to run is not a PPC program. Typically this is the result of trying to run an exe file that is an install file for the PPC. This are designed to run on the desktop and install the PPC app onto the PPC via the ActiveSync Add/Remove program functionality. Run it on the desktop and see what happens.

Most things that are designed to be installed directly on the PPC, i.e. from the PPC, are deliverd as a cab file, not an exe. There are a few. and very few, PPC programs that are delivered as exe files and are just copied to the PPC and run. These would give you a similar error if run on the desktop.
