What is OpenNETCF?

I was looking for some bigger files to delete off my Ipaq 4155 and found this file on it twice...what is this and is it safe to delete?

Open NET CF (http://www.opennetcf.org/CategoryView.aspx?category=Home) is a set of developer utilities that provides some extended funcitonalty to the .NET Compact Framework, which is a compiler for Pocket PC and Smartphone. It does many, many things, none of which are interesting to the end user, but which are life-saving to a developer. Is it safe to delete? Probably not, because whatever you installed that installed that will need it to run. Other than that, it's fine to delete, it's not a crucial part of your PDA.
