Use either Pocket PC Theme Generator Power Toy 2.0 ( http://www.microsoft.com/downloads/details.aspx?FamilyID=49216f63-20e9-4cdb-8bda-ce445260c0a9&displaylang=en ) or FunnySnake's TKCreater ( http://www.funnysnake.com/mobile/ ).

As your PPC has WM2003, you may also try its built-in Pictures program, but it won't generate TSK files, "only" set the Today wallpaper.

www.mcdeb.com has a ton of themes that you can use for free. After you download a theme to your storage card or device's My Documents folder Click on Start > Settings > Today and pick it from the list of themes.
