Due to some conflict between my Pocket PC setting and my computer setting in my particular time zone (when we switched to Daylight Savings Time and reverse), all of my appointments are one hour off. Is there a way of changing them all globally (either on the Pocket PC or in Microsoft Calendar) rather than change them manually, one-by-one?

In Outlook there is actually a knowledge base article on it. You export all your appointments, delete them all, change the TZ on your PC to the correct one and import all the appointments.

While all the appointments are out in a file, and after you delete them all. sync your PPC. That takes all the appointments off the PPC. Set the TZ correctly, i.e. match the PC. Then when they are all re-imported, they will sync properly.

For more detail. (the same artcle is there for every Outlook version)

However, just changing the TZ on your PC and/or PPC should get you right again.
