does the native email app, I guess that would be PocketOutlook, support true PUSH email from an idle IMAP server? I use fastmail.fm and would like to know if that is a support in the native email client....or is it like a POP3 client and just polls at specified intervals?

if the native client cannot do this, are that 3rd party apps that provide that function?

Unfortunately, I don't believe so. :( The native client is a bit buggy with respect to IMAP -- it really works best with Exchange Server (unsurprisingly )

You might want to check out/and or contact the folks behind WebIS (www.pocketinformant.com) Mail -- I don't think it supports IMAP IDLE/push email right now, but I could see them considering it for the future, and maybe they're working on it already. :)
