What I want to do is convert some mp3's I have on my converter (mostly 196kbps) into smaller (e.g. 48kpbs) files so that I can embed them to stream from my website.

Rather than searching for each song in my CD collection and re-ripping at a lower bitrate, I'd rather be able to do them to the mp3's already on my HDD. Yes, I'm aware this will result in loss of quality, but bandwidth is more important!

Any suggestions for freeware programs that will do this? Or is either Winamp 5 Pro or WMP 9 able to?

Thank you!!!

You can also have a look at this little app.
Works pretty quick, and it can batch multiple files for downsizing. (Freeware)
