Software to edit PPC Themes on PPC?

Is there an application out there that will allow me to edit PPC Themes on my device? Often, I'll download new themes and like them all but something minor (usually the text colour). I'd like to be able to make the change right on my device if possible.

To my knowledge, there's nothing out there that can do this, so I turn to the vast knowledge here. 8)

BTW, among other things you can change the cursor colour (those circles in circle when tap'n hold) and the lists colour, that's the wallpaper-like gridlines WM2003 brought to contacts, tasks and agenda lists.
