Did you consider Avertec laptops? This (http://www.buy.com/retail/product.asp?sku=10357005&hdwt=30201&loc=101&sp=1) is a bit over your budget, but brand new and pretty well equipped.

Try eBay.

Frankly, you don't really need 1.6ghz unless you are doing media encoding. Forget gaming (excluding games like Starcraft) on a notebook unless you get something with a Radeon 9000 or 9600 - which usually costs well over $1000.

I recommend the Compaq Armada M300. It's got a PIII 500, up to 384MB of memory, ATI graphics (good 2D, lame 3D), USB, Cardbus, Ethernet (Intel Pro/100), and a modem. It's only 3.2lbs (including battery), has a really nice XGA screen, and a tiny power adaptor. You can get a media bay which fits nicely on the bottom (the notebook is still smaller and ligheter than most modern notebooks) and adds two of the following: floppy, CD, DVD, CD-RW, CD-RW/DVD, or extra battery.

I got mine for $300. Added Windows XP OEM for $93, plus $130 for the dock with a DVD/CD-RW, plus $50 for an extra battery. Total: $573.

Runs XP great. No speed problems doing Word, PowerPoint, surfing the internet (I have a wireless card), watching movies, or anything else for that matter (excluding playing 3D games). It gets a little warm on the bottom but that's understandable considering the fan only rarely runs. Plus, it's got a slick magnesium-alloy case.
