Try dBpowerAMP (http://www.dbpoweramp.com/dmc.htm) to convert to WAV, and then use Windows Sound Recorder (Accessories>Entertainment) to cut it into smaller chunks.

You might try out GoldWave (http://www.goldwave.com ), an excellent SHAREWARE sound editor (amoung other things). It has a trial period so you can extensively test it before buying.

Unfortunately, all WAV files are going to be large - there's not really anything you can do about it, except maybe compress to a really small MP3 or OGG and then convert back to WAV. Your quality won't be very good, though.

I don't know much about audio encoding, but I guess that you might be able to get smaller files by decreasing the frequency (not sure if that's the right word—you know, like 24 Hz. or 16 Hz.).
