I read somewhere that a guy was doing it, but he never mentioned the software he used, nor how he used it. Was he just making it up, or is it actually possible to do so?

TV with 115kbps. I don't think that is feasible. You could only stream something of very very low quality and frame rate at that bandwidth.

I agree. It's not feasible - especially since IR is line of sight.
