If by cabinet files you mean general software for the Pocket PC, check out PocketPCFreewares (http://www.pocketpcfreewares.com) or Handango (http://www.handango.com), although there's a lot of junk you have to sift through on Handango.

By the way you pose the question, it sounds as if you want warez... which you won't find here. Trust me on that.
