No, you can run 1.3 on any ARM device from 2002 or 2003. Or version 1.2 on sh3 or mips devices

It is a .NET based application that utilizes a SQL database structure, so it installs 3 components automatically. OS2003 devices only need the 2 SQL components since .NET is built in.
