i forget which version of Pocket PC that is (i'm guessing 2002) and casio didn't offer an upgrade so the answer is no.

What kind of update do you want to do? If you want to update to Windows Mobile 2003, I see three problems here:

The Casio uses a MIPS chip, and Pocket PC 2002 and Windows Mobile 2003 require an ARM-compatible processor.
The Casio doesn't have Flash ROM as far as I know, so you'd have to actually replace chips in the device.
I believe that Casio isn't selling Pocket PCs in the North American market any longer.

So I'd say, no, you can't update your EM-500.

I would definitely agree with Steve based on the points he made. In the past it has been possible to upgrade a device that does not have Flash ROM, but today's method is definitely a software approach. I had a Compaq Aero that was running Windows CE 2.11 and actually swapped a small board\chip inside it to upgrade to Windows CE 3.0. At that time (roughly in 2000), the cost was $99, direct from Compaq. The new chip included the new OS and an additional 8Mg of RAM, which brought the total RAM storage of the device to 24Mg.

Keep in mind that all OS upgrades are really done though the OEM of the device, not through Microsoft. It's very likely therefore, that Casio would have been the only provider for some type of upgrade on your device....if they are out of the PPC business in North America, I think you're out of luck but it might be worth a Google search.
