AFTER I UNINSTALL A PROGRAM I CAN'T GET THE SHORTCUT AWAY FROM THE PROGRAMS SCREEN AND GETING APPLICATION ERROR CANNOT OPEN PROGRAM FILE. IS THERE IS A WAY TO REMOVE THE SHORTCUT ?

Yes, just use the file explorer and delete it!

A new freeware in Beta, Remover, will find invalid shortcuts and residual uninstall information.

The way to get rid of the icon is to go, through File Explorer, to My Device>Windows>Start Menu>Programs and destroy it.
