Movie fps reso changers

I have some movies on my comp of different kinds and need a program to lower the resolution and lower the fps so it will play smoothly on my ipaq 3765!!! Thanks - a quick response would be GREATLY appreciated!

Windows Movie Maker works... just make it do the Handheld or PDA option, which makes it 320x240 or smaller, or 15 or 20 fps...
