Yes, there are GBA emulators for Pocket PC. However, don't expect playable framerates.

MorphGear (www.morphgear.com) is the best Gameboy Advance emulator right now, but it's not very fast, and it doesn't have sound support. There's also VisualBoy Advance emulator, but I can't find a link to it. It's not very fast anyway.
