What is the maximum frame rate and quality of a full screen movie, that Windows media Player can play on the E740 cleanly?

Well, WMP is fairly weak for playing vidoes. It will handle at least 20fps fine, encoded at 320x240. Keep in mind it play .wmv files, nothing "mainstream" like .avi or .mpeg.
