Yes, I had some software once to do this. The only problem is that the 36xx iPaqs did not contain comsumer grade IR, which basically means that they have very limited range (and makes using them as a remote almost worthless). On the other hand, newer iPaqs do have good IR and make excellent remotes (39xx,54xx).

In addition to what GO-TRIBE says, you can get a IR extender for your iPaq. Griffin Technology's Total Remote (http://www.griffintechnology.com/griffinmobile/totalremote/index.html) is reasonably popular.

I've tried TV remote controller from www.pdawin.com. If you don't plan on controlling the TV from very far you might not need to go for the IR extenders. There is a trial version which you can use 15 times so you can test it out first.
