I have seen refernce to it, but does it exist in the way that Pocket Word and Excel exist? In other words, in a scaled down sort of working version?

It only existed on the HPC platform, never on the Pocket PC platform - there are many options though, just look through Handango.

What you do get is the advantage of the ActiveSync conduit for Pocket Access that is in there to support the Handheld PCs. (Sure hope that doesn't disappear along with the HPCs). The conduit allows you to sync an Access DB (.mdb) to a Pocket Access DB (.cdb). It only does tables and only flat files, but it does a fair job.

What this gets you is the ability for many third party programs to work with the .cdb on the PPC without them having to invent a proprietary file format. It also gives you reasonably good access to data on your PC if it is already in MS Access.

A hint. 'Works with MS Access' is not always the same as 'Works with .cdb file format', when you are looking at third party programs.
