FTP programs to Ipaq

I wonder if there is any FTP programs for Ipaq, my thoughts are that I could use my Ipaq to update my homepage while I am away or something like that, usually with text or maybe a small picture.
So how do I fix that ?

I would also need a cellular phone that I can link with my Ipaq 3850 and prefably a cheap one... :D but still functionally ofcourse.
