...a tool to recover your PIN...
...and also a tool to clear the PIN from the Registry (WipePIN). Both are provided with source code.

See this post (http://xda-developers.com/forum/show.php?topic=20021216150730) in their forums. Looks like not yet, assuming all Pocket PC Phone Editions store SIM lock information in a similar manner.
