I apologise if the topic was locked because you didn't want discussion but....
The simple answer is to just disable private messaging. I am a member of a non PPC board, not news, which is far more active than PCC.
The mods there found that PM's were actually taking away from the community of the board so just disabled them. I'm sure some private discussions are still carried out by email but a lot more actually gets discussed on the board as a result of the decision.
