I beg to differ about HK is the first in Asia to have the O2 xda. StarHub in Singapore is also offering this device with subscription plan today.

But Andy is still correct, the O2 XDA was available in HK since 3 weeks ago (That was when I bought mine in HK) compared to Singapore that is just offering it today.
