Change aspect ratio from PVR-150 source

I have video I've captured (analog) through a PVR-150. The video is letterboxed to 16x9. When I play it back on my 16x9 monitor I get black bars at the top and at the sides. I would like to crop the video to 16x9 so it fills the screen when played back. I have Ulead VideoStudio and DVD MovieFactory but cannot find a way to change the aspect ratio or crop the video.

I'm not sure what tools will allow this.
