VHS Transfer Question

Is there anyway I can transfer a VHS movie to my computer or laptop? For use on the computer. I have a NikonCoolPix 3100.
I can't afford to buy a DVD Recorder. If anyone could suggest some type of program or device that's under $50 I'd be grateful.
