Given the same ringtone available in mp3 or wav format, is the phone going to be slower or less responsive if using the mp3 format tone, due to extra processing power needed to decode it?

I haven't noticed a difference. And I don't know how you could test that. If there is a difference, it's not very much. At least not that I noticed.

exactly. mp3 does slow it down due to decoding - but it's never been a problem, at least for me. i usually encode my ringtones in mp3 cbr 64kbps or less; and i usually use chorus parts of a favorite song, not the whole thing (if your phone rings, you wouldn't wait for the whole song to finish to answer it...). mp3's use a rather more complex decoder than wav, hence the additional processing power.
