Internal Storage problems

Hello, I have a samsung BJ that has 54M of internal storage. It seems that I already am using 38M of storage.
1How do I know what to clean it up?
2For applications such as opera, handango can I install them to my external SD card to save my internal storage?
3I have .cab files such as zagat and opera in my doc on my device. Do, I need to keep them once I have installed the applications?
4 I also have some .tmp files about 4Megs? How do I know if I can delete them? How do I delete them?

2.of course y can,when y install them,there should be some options for y to choose to install it in the RAM or SD card

3.For my phone, once i installed the app from a .cab file.that cab file would be deleted automaticaly by system,so i guess maybe y have no way to keep them:)
