So far I have looked for a long time to get free programs but I don't think you are likely to find any other than the freeware versions some companies have.
As for wallpaper and ringtones I just make my own editing mp3's and my own pics I've gotten off the internet.

I am by far not a genius at this but a little amount of computer knoledge goes along way sometimes.
