I'm not really sure which is the best for my needs, and I'm still weighing both options but at least with this article it makes it clearer. What are your thoughts on these two programs for iPad?</p>

I bought both. :D They're both actually very different, and serve different needs. Photoshop Touch has masking and layers, so can be used more for compositing and retouching. iPhoto is simpler, but has a nicer way of working with multiple images. Each program compliments the other fairly well.
